That should be plenty sufficient to run a Plex server. Try to get an intel Core i3 or i5 processor, with 4 gigs of ram and a hard drive. Just type in "optiplex" into craiglist and you'll get plenty of hits.
You need about 2000 passmarks for each 1080p video stream. Just look at what processor is in it, and google the passmark score for that processor. So towers are cheap on offerup and craigslist. Seems most consumers don't want towers, they want laptops. You can consider buying a used computer on craigslist, you can get former business tower PC's for cheap <$80. If you don't have a spare PC laying around and want to host a plex server. It'll organize your video and pull the metadata from the internet. You just need to point Kodi to the network server and set it to Movie or TV show scrape. Kodi will read the file directly and decode on the firestick. If you want to read files from the NAS directly, you can sideload KODI onto a Firestick. If you're using Plex, I prefer the Roku user interface over the Firestick. The processor just needs a passmark score of 2000 or higher for each video stream.
Do you have a spare computer or old laptop lying around? You can use your computer to host the plex server app, and most even older computers have powerful enough processors to transcode video. The problem is I don't recommend Plex on your NAS since it's too underpowered to transcode. This is especially important if you have other people in your house, especially non tech savvy users. I don't recommend a chromecast because sometimes you just want to pick up a remote and click a few buttons, rather than try to link everything up and cast on your phone. Meaning, you'll need to install the server app on a computer or your NAS, and install the client app on your firestick or Roku stick.
